What “on time” means depends on who’s counting.

The railway’s strictest measure, which it calls On Time, counts a train as on time at a stop only if it gets there early or less than a minute late.
The older measure, PPM (the Public Performance Measure), is kinder: a train counts as on time if it reaches its final destination within 5 minutes, or 10 for long-distance trains.
Separately, most train companies’ Delay Repay compensation starts at 15 minutes late.
