Sometimes Darwin knows a train won’t be on time but has nothing to base a new time on, perhaps because it’s stuck behind a problem. Then it says the train is delayed without giving a time.
That’s different from having no information at all. “Delayed” is a real piece of news: the train is late, and a time should follow.
